SCEI – Supervisory Committee on Emerging Issues
The Supervisory Committee on Emerging Issues (SCEI) provides recommendations on important issues and emerging global challenges facing INTOSAI and individual Supreme Audit Institutions (SAIs), and helps coordinate and support knowledge sharing and risk management.
The SCEI is responsible for leading INTOSAI’s Enterprise Risk Management process, and monitors critical issues such as financial crises, natural disasters and cybersecurity.
The SCEI is chaired by the Chair of the INTOSAI Governing Board and reports directly to the Governing Board. The vice-chair is the head of the SAI responsible for the International Journal of Government Auditing. The members are: the Secretary General of INTOSAI, the First Vice-Chair of the INTOSAI Governing Board, the Chairs of the Goal Committees, the Secretaries Generals of the Regional Organizations and the Chair of the INTOSAI Development Initiative (IDI).

The INTOSAI Centre for Advanced Studies (CASt) is a scientific initiative based on a think-tank model and led by the INTOSAI Supervisory Committee on Emerging Issues (SCEI). Its aim is to contribute to strengthening the global voice of INTOSAI by providing SAI-based information and research on public auditing.

Implementation Guide: How to Use the Report "Navigating Global Trends: Future Implications for Supreme Audit Institutions (SAIs)" This guide is currently an exposure draft under review by SCEI members. Comments and suggestions from all SAIs and INTOSAI working bodies are welcome. Its purpose is to assist SAIs in applying the 'Navigating Global Trends' report to their strategic planning, risk management, audit processes and policy recommendations.
